Rehabilitating Public Housing, Restoring Dignity
Through the RAD program, MEDA has transformed aging public housing into safe, stable, and permanently affordable homes for longtime San Franciscans.
The U.S. Department of Housing and Urban Development (HUD) launched the Rental Assistance Demonstration (RAD) program—a bold initiative that allowed public housing authorities to leverage both public and private funds to reinvest in aging housing stock.
In San Francisco, RAD offered a critical opportunity to improve the condition of public housing while preserving affordability and tenant protections. MEDA partnered in this effort, taking on the rehabilitation and long-term management of several public housing properties.
We completed critical renovations, ensured that all units remained deeply affordable, and enhanced support for residents through improved property maintenance and on-site services.

These properties now offer safer, healthier homes for hundreds of residents—preserved as permanently affordable housing in the heart of San Francisco.
Thanks to the RAD program, 439 public housing units have been rehabilitated under MEDA’s stewardship—bringing safer, healthier living conditions to longtime San Franciscans and ensuring these homes remain permanently affordable for generations to come.
